現時点の須川さんのお手元では、
bash などの login shell に対する環境変数 PATH に、
texlive 2013 のパスがすでに追加されているのですね？
例えば、PATHに/opt/texlive/2013/bin/x86_64-linuxを追加している場合、
以下のように echo $PATH の結果が返ってきて、
platex を実行しても確かにTeX Live 2013に入っている platex が実行されるわけですね？
$ echo $PATH
/opt/texlive/2013/bin/x86_64-linux:/usr/local/bin:/usr/bin:/bin:/usr/local/sbin:/usr/sbin:/sbin
$ which platex
/opt/texlive/2013/bin/x86_64-linux/platex
$ platex --version
e-pTeX 3.1415926-p3.4-130605-2.6 (utf8.euc) (TeX Live 2014/dev)
kpathsea version 6.2.0dev
ptexenc version 1.3.2dev

そうしますと、
~/.emacs.d/init.el（もしくは、それ以降に読み込まれる設定ファイル）に
以下を書き込むだけで tex live 2013 側の platex が実行されるはずです。

(setq tex-command "platex")
