ということですと

gcc -c -I. -I/usr/lib/x86_64-redhat-linux5E/include -g -O2 pty.c

でどうでしょう

ここにある　sys/stropts.h　が pty.cがお望みのものであるのなら。

みつから無いのに configure が通ってしまうのは、configure の出来が
いまいち？
